do cruise ships in the golf of mexico get cell phone reception? if not do they have pay phones on the ship?

Depends on your phone company and the type of plan you have.

There is no cell phone towers on the sea, and no phones are not. You can e-mail when they purchase a package of minutes in the internet cafe.
